About Rally Jet Charters

Aviation built for the campaign cycle.

Our team brings over 60 years of combined presidential campaign travel experience to every flight. We understand that campaign travel isn't just logistics — it's a schedule that can shift by the hour, and principals who need to arrive ready.

Who We Are

A team that speaks campaign fluently.

Our dispatch desk is staffed by people who have coordinated campaign travel at the highest level — they understand press pools, principal schedules, and the difference between a planned stop and a last-minute venue change.

Every flight we operate is Part 135/121 compliant, with vetted crews, maintained aircraft, and insurance that meets the standards of national committees and principals alike.

What Guides Us

Three principles, no exceptions.

Principle 01

Discretion first

Passenger manifests, itineraries, and destinations are handled with strict confidentiality. We operate under the assumption that every flight is sensitive.

Principle 02

Schedule is sacred

A campaign can't afford delays. We build in redundancy — standby aircraft, alternate routing, and weather contingencies — so the schedule holds.

Principle 03

One point of contact

A dedicated dispatch coordinator manages your account for the full cycle. No call centers, no handoffs — one person who knows your schedule and your team.

Simon Moore

President

Simon Moore is President of Rally Jet Charters, where he leads the company’s client strategy, commercial development, and delivery of complex air-charter programs across the United States and internationally.

With more than 40 years in aviation, Simon has built a career at the intersection of airline operations, private aviation, commercial aircraft charter, government travel, and high-profile group movements. He brings practical operational judgment, deep supplier relationships, and a disciplined client-service approach to missions where timing, discretion, security, and reliability are paramount.

Prior to Rally Jet Charters, Simon was Senior Vice President of Group Charter, USA at Air Partner, including during its ownership by Wheels Up. He led the U.S. Group Charter business from 2013 through 2026, following a lengthy career with Air Partner that began in 1996 and included leadership roles across commercial jets, private jets, government and military charter, and international aviation sales.

Over the course of his career, Simon has arranged and overseen aircraft programs for government and political travel, corporate clients, high-net-worth individuals, professional and collegiate sports organizations, entertainment tours, major events, and international delegations. His experience includes campaign-aircraft logistics, White House press-charter support, World Cup-related programs, and complex multi-sector flying for clients operating under intensive schedule and public-profile demands.

Simon began his aviation career in airline operations at Monarch Airlines, working in operational environments that included dispatch, flight disruption management, station operations, and aircraft turnaround coordination. That early operational grounding informs his philosophy today: an aircraft solution is only as good as its ability to be thoughtfully planned, communicated, and delivered in real time.

At Rally Jet Charters, Simon applies that experience to give clients clear advice, suitable aircraft access, exacting mission planning, and senior-level accountability from initial inquiry through completion of the flight program.

Eric Terrell

Chief Operating Officer

For over three decades Eric has built a distinguished career at the intersection of campaigns and aviation. Since 1992 he has worked on three presidential campaigns along with numerous federal and mayoral elections. He was involved with all facets of campaign operations, including travel logistics, budgeting, vote targeting, and field organizing.

Eric was director of the White House Travel Office, where he executed domestic and international travel for the White House press corps. This involved chartering aircraft and coordinating hotel and car rental procurement for hundreds of passengers per trip. Eric applied his years of campaign accounting experience to work administering the press corps’ multi-million dollar invoicing and payment process.

By representing the White House with calm professionalism, Eric built trusted relationships with the press, charter brokers, airlines, and hotel managers worldwide, ensuring smooth operations.

He finished his government service as director of the Foreign Press Center at the US Department of State.

Since 2011 as a private jet broker, Eric has coordinated charters for multiple campaigns around the country for president, governor, and the senate. He helps campaigns, organizations, and private clients with aircraft sourcing, dispatch coordination, manifesting, press invoicing, and operator and crew vetting. Every flight is operated by a certificated carrier, and he advocates for his clients on each one.

Eric’s approach is simple: discretion, know the operation, respect the mission, and never miss a leg. He is based in the Washington, D.C. area.
